Amendment 87: The Income Tax Fairness Act

Vote YES on Amendment 87

Amendment 87, The Income Tax Fairness Act, proposes replacing our current flat income tax rate with a graduated income tax. A graduated income tax taxes individuals, trusts, and corporations based on relative taxable income.

Amendment 87 lessens the burden of taxation on individuals who make less than $500,000 a year. Currently, Colorado has a uniform state income tax where everyone is taxed at a rate of 4.4% regardless of income. This means that working Coloradans currently pay the same in taxes as millionaires and giant corporations, despite taxes being a larger portion of a working family’s paycheck.

The Income Tax Fairness Act will cut taxes for 97% of Colorado taxpayers and increase the responsibility of major earners and corporations to help fund the state budget. The passing of this amendment will result in $2 billion in revenue every year that will be dedicated to vital improvements in healthcare, child care for working families, and public education. Tax revenue usage will be independently audited each year.

Amendment 87 addresses Colorado’s budget shortfalls and helps backfill the drastic cuts imposed on Medicaid by the Trump administration through HR1 (The One Big Beautiful Bill Act). The Income Tax Fairness Act will help break the cycle of perpetual fiscal crisis and deliver essential services that keep Colorado moving forward.
